there are people on facebook chat with the mobile icon besides they name but there is this person on facebook whom i want to talk to but he never appears on online but there appears a notification besides his name next to his mobile icon like 1 minute even though im online the same time. how come i dont see him online

Just say hi. Doesn't matter if they're online or not. You'll find out when/if they reply.

He might set his chat to just with specific persons, you know if you click cog icon on top right, then click Advance Setting, the second button is "Turn off chat except for...." whereby is not included your name. OR, he just click Chat (turn on) by accident, realize that, then turn it off.
