if we deactivate facebook account, can anyone create a new facebook account on the same user name (of that deactivated account)with a different mail address?

I don't think so because your account is still there but if you delete it permanently then yeah, someone can take your username.

No They Can Not Once a Username is Registered it Belongs To That Profile Even if its Deactivated

No, because your account is still there, though not discoverable. If you permanently delete then I suppose after sometime they will release the username. Check their terms for most appropriate answer.

No....No one can take ur username...even if ur account's deactivated...because deactivation is not the same as deleting ur a/c...
