and i noticed some people have that option on their timeline but i dont know how to do it

Facebook itself, doesn't give any option to not allowed anyone to see your cover & profile photo.

No such option is provided by facebook... cover photo is meant to be public...

It's simple. Don't have a Facebook. Nothing you put on there is really private/friends only even if they say so.

not possible - cover pictures are always public and you cannot change that
