How do you send someone a tweet? Like not by sending a DM but just like a tweet that someone can retweet you know?

you do @whateverthereusernameis and then type whatever you want

You don't send any one person a tweet. A message sent to "someone" is a Direct Message. A tweet is sent to everyone (on Twitter) who wants to see it.

To receive your tweets, others have to be "following" you, or they have to find you or your tweet via search. Otherwise it just disappears into the twitabyss. So if you want Jane to see your tweets, tell Jane to follow you. The best way to get Jane to follow you is for you to follow Jane.

You can hashtag your tweets so that others can easily find them in search.

Edit: Stiffler above is referring to a @Mention; if you include someones username preceded by the @ symbol the tweet will show up in the users Mentions tab.
