I have someone in my top friends on Facebook who I never FB chat with or exchange comments/photos/tags/etc with. I do, however, view their profile from time to time. For them to be on my top friends, does it mean that they are viewing my profile from time to time as well?

no, it doesnt mean they are viewing your profile

Nope, that's not what it means. You interact with their profile, so they could be showing up because of that.
