Is there any way to update your Facebook profile INFORMATION, NOT PICTURE without it getting them notified to everyone? I find it kind of annoying that even changing your current city notifies everyone you know...

Yes it should be, go to options button next to home and profile buttons (right-top) and then go to privacy options, u can change all things to private (only me) so no one can see what are u doing
