so I sent a message and it tells me it was seen at a time I was on at yet however the person never showed up that they were on chat at that time are they blocking me from seeing them on

They Probably Have there Chat Turned off Either That Or They Are Online But Only Offline to you

They probably just have their chat settings set to "offline" and aren't appearing online to anyone. A lot of people do this if they're not available to have a conversation at the time, so the person most likely isn't just blocking you...although that could be possible if mutual friends see that person online when you don't.
