i remember a long time ago a pop up came up saying some guy was looking at my profile. this guy was on the friends list of a friend. it never happened again but if i was to do that would they know that i looked them up

I don't know how was that a long time ago, but nowadays, nobody can know who's looking at your profile.
Some apk promise you that, but as FB doesn't open that data, while by installing such apk it means you give your approval to that apk to see your data & do things on your behalf, do you want to take the risks?

no they cant if you get that don't click on it because it will lead you to a fake site where you have to "sign" in then they get your password and your account
