If you are wanting to send 1 message to EVERYONE you are following- I don't know of a way to do that.
However, if you are wanting to send a message to certain people you are following, then log into your twitter and on the right side bar is an option called Direct Messages.
Also, if you are logged in right now, you should be able to just go directly to:
http://twitter.com/#inbox and send away.
