Yep. They can find your IP address but i do not know that Twitter and Facebook give to government.

no, you do not understand how IP addresses work
the only IP anyone can get is your ISP's IP address, which only tells you the general location (like the city you live near)
but let's say it was possible for someone to get your actual IP address (which they cant) - there is no way to turn that into a street address so they know where you live
you have been watching too many movies, or believing the lies someone is telling you in order to scare you

Only the Site Administrators and The Police Can Regular Users Can Not See or Get your Ip Address Information
