http://0.tqn.com/d/im/1/0/E/I/-/-/facebook-chat.jpg from the screenshot, the grid highlighted in the bottom left isn't in alphabetical order. On mine some unexpected people come near the top, along with my best friends
how does facebook decide?

it's a complex algorithm that facebook does not describe in detail anywhere - but keep in mind that it's different depending on who is looking at it
and it has nothing to do with who is viewing your profile
