I remember when I first got Twitter not too long ago a window appeared claiming that I may know some people because on their connection on Facebook. How would I be able to get to that window again?

Only on Facebook, add the Twitter App, you can get such window. All your updates on Facebook will list on Twitter as news feed.
And you can also share your Twitter account with @, you can get response from your friends account.

You can either send mass message to all of your friends in facebook, sending them your twitter username so that they can add you, or you can use the twitter application in facebook. Just link your twitter account in your facebook account.
