No, they are just randomly generated.

They aren't randomly generated like others think, then again it depends on what kind of profile you are talking about. If we are talking about FB then no they are not random. The recent friends you are viewing on your profile are chosen by FB as ones that have "the most activity with" and or are closest to.
For example when I log into mine I see 9 people who I would describe as persons that are most likely to like or comment on my status messages and or people I'm most likely to comment or like their status messages. It's never random and almost always the same exact 9 people. Once in a blue-moon changes because of contact with someone else.
