If you are not a member of an open group on Facebook but the open group does have the 'seen by' function at the end of each status which shows which group members have seen the status, will Facebook notify the group leader which non member of the group has seen the open group and its statuses?

I can't say from experience, but let's see.

Open Group in FB means the post in there along with the comments is public by nature, ie. everyone who has FB account can read it.

The "seen by" is only a statistic of how many who 'scroll' past a post, not necessarily read the post; and as it only available for a group with less than 250 member, clearly it does not count for the non-member who see or read it.

Based on the above fact, the answer is NO.
