I want someone's twitter account so bad. Because they have so many followers. But the person hasn't gone on there for like 2 years. I just want to know since the persons not using it.

No, unless you ask the person - but the answer, most likely, will be no. You can't just take someone's account. The person's followers would probably un-follow the account after they realize that someone took it. Just make an account and ask your friends to follow you. I don't know what else to tell you.

I don't think you can take them tbh. Who are they? If they haven't tweeted for a couple years, I doubt you can get in touch with them. And why would they have so many followers? How many do you think is a lot? If they have 300 followers, trust me, that's a veryyyyy small amount. It's very easy to get 300 hundred followers tbh. Well yeah
