Because there are some people who haven't followed me back on instagram and I want to unfollow but I'm afraid they have the app and theyll find out and I don't want to offend them. So if I unfollow and then block them will the app tell them? Is there another way to unfollow someone without them ever finding out (like with the app)?

No there is no app. No one will be able to make an app like that because if they do that app will delete.
Don't worry because when you block some one and they call or text you your phone will never go off.
