You can't, u can stop some people doing it by going on to the privacy setting but that still means your friends can download it

Not completely. But you can put restrictions. For example you can make your pictures only visible to your friends. (But all your friends will be able to download the picture)

Why would they do that..unless your profile picture is really hot? And there's no way of preventing it.

You Can Not Stop People From Saving your Picture you Can Stop People From clicking on it But That Wont Stop Them From Saving it it Will Just Stop Them From Viewing it

Go to the privacy section and change it to 'only me" ...

There are some option in security in Facebook but there is no surety about it. No photo is safe on the internet. If you don't want people to download or save it then don't post it.
