Kinda like facebook - you know when you tag somebody on a picture, it goes into a tagged photo,
then on instagram, is there a way to see pictures a person was tagged in - even if you follow the person who uploaded the picture or not?

Unfortunately, no there is not!
I know this because I have looked into finding those tagged pictures many times since I am interested in that option too, but Instagram doesn't have that feature...at least not yet! I hope they will in the future.
