I have an old Twitter account which i deactivated bur it seems to have been hacked and linked to my Facebook profile. i cant acces the account because the email and password was changed. is there any way i can get back into this account or a way to recover all the accounts that were linked to my Facebook. ASAP Please

On your facebook profile, you can see a list of apps that you have linked to facebook and you can choose to unlink them directly from the facebook website. That way when someone posts using your "hacked" twitter account, it wont show the tweet on your facebook timeline.
In terms of recovering your twitter account, the only thing you can do is use the "lost password" link on twitter's website. However, for it to work you need to have either your phone number or email associated with the account. I dont think twitter has any security question features available.
