There are a few places online, but the best and cheapest that I know of is by going to http://usocial.net/twitter_marketing -- these guys specialize in social media marketing so know what they're talking about.
With price, they charge $87 for 1,000 followers and up to $497 for 10,000, though when you compare this with a competitor who charges $700 for only 4,000 followers you should see how good they are.
