I have 40 followers and tag the picture too!

Follow more people and when you come across a blog that is similar to yours, drop them a polite message complimenting their blog and asking if they would check yours out. Never ask someone to follow you directly though. You will be surprised at how many people follow you if you simply ask them nicely to check your blog out. And when you have more followers, there are obviously more people to like and reblog your content.
Also, I am assuming you know this already, but tagging the pictures will only help if it is an original post. Tags on reblogged pictures won't help you get any notes.
