if we deactivate a fb account can anyone open a new account with the same username of that deactivated account? if we block a person for our account, does facebook send any mail to that certain person that "so nd so person has blocked you" like that. please help

Different user name is required. Deactivation take times 6 month or something. The anyone can use that username. And no fb doesn't send inform if somebody blocked you.
