If we deactivate facebook account can anyone open another new account with same username of that deactivated account? And if we block a person in facebook, does fb will send a message to that particular person that he has been blocked from certain person?

Yes,you can open another new account with the same username.
No, fb does not send a message to the person you blocked.

Ya.. Someone can create new account with same name bt nt with same user name(email/phone no.).
I dnt clearly undrstnd wt u wana ask
you yourslf can singin to ur deactivated account
and no... any particular prsn doesnt receive any msg ur accout that u have blocked him/her.

you can try creating a new account, but facebook will eventually lock you out of it for breaking the rules
it's against the rules to create more than one account
