someone has made a fake profile on facebook. my cousin been talking to this person and he says they seem fake. can someone trace this person and find out who it is? what if they got a new router and deactivated their profile?

You cannot trace someone on Facebook. it's not possible. It takes a police report then the police need to get a court order to subpoena Facebook in order to find out who made the account
And if the fake account is routing through a proxy, then they can't be found. Any good scammer will never allow their location to be seen - they route through multiple servers to hide their real location

You cannot trace someone. Police don't care unless you're being threatened.

You Can Not Trace Someone on Facebook Only the Police and the Facebook Admins Can Do That Ip Addresses Are Not Disclosed to the Public on Facebook
The Only Thing you Can Do is Report the Fake Profile to Facebook
