nope, it has nothing to do with how many people do it or how many times, the person has to actually be breaking a rule

Unless he breaks policy he will not be banned, plus his accounting getting banned would just mean more success to him because he managed to piss someone off.

Blocking him is the only thing you can do. It's entirely up to facebook if the complaints against another facebook user are valid. Facebook has guidelines set up for the purpose of being completely fair and just concerning every complaint they receive. It's not about any individual, it's about the rules that have been set forth by facebook.
