It depends on what options you choose when deactivating your account. If you choose to receive messages after deactivation at the time of deactivating your account, you'll receive them after activation.

They Cant Send you a Message if your Account is Deactivated if They Sent you a Message Before your Account was Deactivated it will Come Up If you Restore your Account

Your friends cannot send you a Message if your account is deactivated.
