Often you have entire industries destroyed by opening up the economy where cheaper, better imports completely supplant a homegrown industry. The workers in these former industries have to be reincorporated into the productive economy somehow. Also, pensions and other benefits from the retirees from these industries and the army and the rest of the state apparatus are often left high and dry. The promises made to these have to be honored.
People with jobs rarely take to the streets to throw rocks at the police.
