Strange question but I've been curious. Through the desktop site, there is a selection in which you can turn off the chat to specific people. I've turned it off to one of my friends but I'm curious to know if, once I log onto my mobile Facebook app via iPhone that, are they still able to see me? Or have they remained offline due to my settings prior?

Yes possible. Each devices has separate settings.

As it's one account, setting is the same; the different is just, when you use other device, you can turn on again the Chat, that formerly you've closed when you're on the other device.
