Start by following others, probably your friends who would follow you back. And add the most relevant tags for your photos. People love to search with tags and add related people to the kind of photography you like.

Well first, you go out on the street, then you follow someone, then, have them follow you, have the person that's following you start following someone else, then..you just gradually build a massive army, and that, my friend, is how you gain followers.
