Is there a setting or option to let someone know that they've been blocked? I repeat, I want them to know that they've been blocked.

No. Once you have blocked them there is no way to contact them through Facebook. You could unblock them and tell them and then re-block them but that just seems like a waste of time. I'm sure they'll eventually find that they've been blocked by you.
