About a week ago I deactivated my Facebook account to get away from someone for a little while. I would like to reactivate it now, but I want them to think that my account is still deactivated so straight away I reactivate I would like to block them. I was wondering if there is a waiting period or something when you reactivate your account?

You can block that person immediately if you want after reactivation

There is no waiting period, you're free to block them as soon as you reactivate your facebook account.
