By posting engaging content. People, and I mean real people, not bots, will only follow you if they are interested in what you have to say.
1) Use hashtags to find conversations and post interesting tweets. Search http://www.hashtags.org to find popular ones in your niche or area of interest.
2) Retweet other people's tweets
3) Thank people who follow you.
