So I blocked someone on facebook we'll call him A, we have a mutual friend we'll call him R. Today I tagged R in a check in. Will A be able to see this tag even though I have him blocked?

No, you no longer exist on Facebook as far as the blocked user is concerned. There are a couple of exceptions, but seeing your tags isn's one of them.
