im using google chrome with default browser settings

yes i have tryed refreshing the page and also this happend with youtube just recently but for somereason it fixed itself

that simply looks like the webpage did not load properly, have you tried refreshing the page, it's the open circle with an arrow next to the home button, or press F5 on your keyboard.
EDIT: OK, then I'm guessing it's a problem with your connection not being consistent. because if you are receiving webpages but they look that way, you have either disabled a lot of stuff that doesn't get disabled that easily (you would know about having done it) or your connection is spotty -> refresh usually helps
