example like ""www.google.com/video/cd1213"" is it possible belong to a scam? i mean it's start with goole.com

no Google is just a surchengene people make websites and Google it like a library teacher it will tell you where to fine what you are looking for

More than likely they do belong to Google but not necessarily. They are being hosted on Google's servers.
Google is much more than just a search engine as some think. They are a huge company with many different web pages. The search engine is just one.

If you are typing in the website address yourself and it starts with http://www.google.com/ at the beginning, it is affiliated somehow with Google.

HOWEVER - if you receive an email or something along those lines and the link says http://www.google.com) and when the user clicks on it, it redirects them to something else entirely. This is often used for spamming or malware so be careful and try to determine the source of the link.
