Google and Facebook are never "down"...it's likely a problem on your end. If you can visit other sites, but for some reason can't visit Facebook and Google specifically I'd say you have some sort of virus.
Edit: Just though of this...which browser are you using? You could always try opening Facebook/Google in another browser simply to see if your browser is the problem or not. If they open in another browser you may want to reinstall your browser as that would indicate a problem with the current installation.
