Last night I sent a tweet to someone. I logged on this morning and he did not respond to my tweet. Will he be able to go back to my tweet at a later time and respond to it if he wants to? How does that work?

Does Twitter provide you with an inbox that lists all of your unanswered tweets from people?

This is just some extra information but the person I tweeted to lives in Los Angeles and I live in the Midwest. So he's like 4 hours behind me time zone wise because he's the Pacific time zone.

Yes, there is a 'Connect' tab which lets you see all the tweets that have mentioned you, and they will stay there for a very long time (years).
