How do you make one, I have no idea. Do you just make a profile, and put # in front of it? Plese help.

You just tweet with a hash in front of the word you want to become the hashtag (i.e. #newtag). There's nothing to set up as such but it's probably a good idea to have a search first to see if what you want your hashtag to be has been used already.
