I have a contest going on through my Facebook Page and I would like the contestants to be able to download the file (most likely a PDF) from the Facebook Page. I tried testing some apps but I can't really find one were it works on both ends to (for me to upload and others to download). Your help is much appreciated !

I don't think so. My best advice is to put the file into your dropbox and link it. Dropbox is free if you don't have it. Tutorials on how to share it are online on their website I think.
