Okay so can someone put that they are in a relationship with me on facebook on the basic info part without me accepting? Or can anyone just put that they're in a relationship with you without you knowing or wanting them to put it?

Nope, if they put that on their end then you have to acknowledge it on your timeline. They can put "In a relationship" but no name until both parties confirm it.
