Facebook is not down. Make sure you are connected to your internet or if it is even working.

facebook is never down
if you are having problems logging in, the most likely reason is that your account was suspended for some reason
like lying about your age or name, creating more than one account, or trying to advertising something, like a page you made

No one cant give any guarantee to it. If they face any serious issues they may hold it down until they resolve. Recently you may found gmail, youtube, blogger and many google products are partially down. When you try to login you got some error and it is fixed in few hours. Facebook too can suffer with that issues too.
But Facebook not down at this moments and i use FB few Min's before i answer this question
