Follow the below steps,
1.Download the Instagram app in the App Store for your iPhone/iPad, or in Google Play for an Android device
2.Once the app is installed, tap the Instagram icon to open it
3.Tap Register
4.Create a username and password and fill out your profile info (ex: email, name)
5.Tap Done

You have To Download the App And Register it on the App So you have to Have a Iphone Ipod Touch Or Android In Order to Register Instagram PC Registration is Not Available Once you Have it Go to the App And Hit Register
