It's an automated system they have. I'm not exactly sure how they got the followers exactly but a possible method is that they started off as a free site similar to the following:

These sites get your information (username and password) in return, you get a few hundred followers every day (you also have to follow a few hundred but you can easily just unfollow them; considering it's FREE, it's not a bad option). Unless you opt to sign out and tell them you no longer want to use their services, they keep your information in an archive - even if you change your password, usually.

After they get enough people in their database, they then start charging people to obtain a large sum of followers from the number of users they already have. A site I like to use for followers at a cheap price is this one: http://spreadyourtweets.com/index.php It's $8.03USD and you get anywhere from 2,000 to 5,000 followers in the span of three to four days. It's not bad given the price since other places often overcharge.

Once you give them your username (if you're paying, that's all they ask from you), they add you to a long queue list where new people who sign up for free followers, will automatically follow you. People who they have their information, they will also follow you. They'll keep you on the list as long as they promise or until they reach a certain threshold.

Well, they had their suppliers that work on following you without requiring for follow backs... they sell it on their site and you choose on certain packages you want to buy then they instruct you further more. To buy smoothly, you have to call or chat them online...
