Well there's Facebook ads but that costs money. You can make some sort of slogan as your page name like there are some facebook pages that are "like if you are 13 or older" and then there's the fake celebrity like how there are pages that aren't actually of the celebrity but has the name. I would say post pictures with "Like, share, comment if...." because that means there will be a chain of people who will like your page because of the title.
