I'm watching this movie called 'cyber bully' and the person who bullied the victim with a fake account deleted it but if this happened in reality could they track an IP address?

What do you mean by "track"? This is what an IP address reveals...

That is the name of the ISP that owns the IP address and the point where they connect you to the Internet - which may or may not happen to be the same place that you live. It does not tell you anything about the individual currently using the IP address. The same IP address could be used by many people during the course of a day.

If some criminal activity is being investigated the police they can get a court to order the ISP to tell them the name of the account holder that was using a particular IP address at a particular time.

Movie script writers are better are creating stories than they are at documenting the allocation of IP addresses.

Movies often fail to grasp the reality of how the Internet works. Most people have what are called "dynamic IP addresses," which means they change every time they connect to the Internet, so it's not always easy to figure out who was using a certain IP address at a certain time. In extreme cases the police might be able to work with the Internet Service Provider to figure out this information, but it would be too expensive to bother for most cases of cyberbullying.
