you need to follow people, if you follow famous people their fans usually follow you, only one or two mind. another good idea is to tweet alot, maybe about popular programmes or big event. you could try writing funny things to be retweeted to allow others to notice you and follow you, hope this helps?

If you're target is just quantity and it does not matter with you if the followers are engaging then I suggest you just have to do is to follow numbers of twitter users and for sure some of the tweeps will follow you. To make your following and followers neat to look then you just have to unfollow tweeps who didn't follow within a week. Rinse and repeat.
