Hi Naqash,
Its all about what you want to do with the fanpage. If you just want the numbers then there are may sites which will help you get likes but most of the time these people will not be active on your page. These are just numbers.
If you just started the page I recommend you ask your family guys and friends to help you to get initial likes because most of the times people will follow the numbers. If you have really less number of likes it will take some time to gain likes and build a successful page.
If you have a website then you should add a facebook like popup and you should add a facebook like widget in your sidebar. Ask your website visitors to like your page.
You can also promote your page on other related facebook page by commenting on their posts.

If you want to get more Facebook likes - use the following steps -
1) Choose a Facebook Page name wisely.
2) Select a good Profile Picture and Cover Picture.
3) Invite your friends.
4) Update regularly.
5) Update interesting post.
6) Select a custom URL for your page.
7) Use Facebook Page URL in your signature.
8) Add Fan Page URL to your website.
9) Comment on other popular pages as your page.
10) Buy Advertisement.
