Well on Instagram I always get these comments that's like 'nice photo! use tagsforlikes.com or whatnot to gain likes and followers!' I know these are spam but do any of these sites actually work? Are any of them safe?

No, those sites are 100% Scam & illegal.

Tagsforlikes works and is 100% safe. All tagsforlikes does is curate the top/most popular tags so that you can easily add them to your pictures. Tags make your pics searchable and help in getting you more likes/followers. Copying the tags from tagsforlikes is the same as just typing them yourself because its just text so its 100% safe and legal.
