Yes, other people that aren't on your friends' list can see your timeline. Facebook settings are all over the place now a days. Cover photos are always public, and profile pictures are automatically public when you first upload them. You can change the setting of each one though.
If you don`t want a specific person to find you, you can always block them.

Every person on Facebook has the ability to customize their privacy settings. To edit the privacy settings for your own Facebook account, click in the upper-right corner of any page and select Account Settings. From there, you can:
-Control how you connect with people from the Privacy section
-Control what happens when friends or others tag you or your content, or post on your timeline in the -Timeline and Tagging Section
-Choose your apps and ads preferences from the Apps section
-Block specific people or applications from interacting with you on Facebook from the Blocking section

yes , Click on the Wheel icon below your cover pic to see how it appears to Pubic.
Follow the same procedure and enter a friend's name to see how it appears to a friend
