Or is it really no way to upload a picture as your twitter profile picture WITHOUT twitter forcing you to crop it?

Download Gimp and edit the canvas first to get the picture to the size that is the default for twitter profile picture. Its an easy to use image editing software http://www.gimp.org.

It simply must be the same width=height, then nothing gets cropped.
Use any simple image editor to add blank stripes at the sides where the image is too small. For example in IrfanView that command is in menu Image/Change Canvas Size.
